GENIUS Act Stablecoin Compliance Accelerator: Regulatory Cross-Reference

Every rule in the graph belongs to a named rule family, every family traces to a requirement in
the register below, and every requirement carries the authority it rests on, labelled FINAL LAW,
PROPOSED, GUIDANCE or HOUSE POLICY. This document holds that provenance in one place: the
requirements register (113 entries), Direction 1 (every source and the rules that implement
it), Direction 2 (every rule family, its requirement and its authority), and the source
verification notes recording what was confirmed against the live public sources on 14 September
